SUB-TOPIC: PROBLEMS ASSOCIATED WITH CONDUCT OF POPULATION CENSUS IN   NIGERIA

The problems associated with conduct of population census in Nigeria are numerous- which includes÷

  1. CENSUS IS AN EXPENSIVE EXERCISE-The conduct of population census is a huge exercise that required enormous finance, materials and human resources, there are times the fund available is not enough. For example, in 2006 population census, about 700,000 enumerators/officials were engaged in the exercise. These people were paid and supplied with various materials to carry out the exercise.
  2. INFLATION AND FALSIFICATION OF POPULATION FIGURES: Population is a yardstick for revenue or resource allocation to the various states of the federation. Therefore, the size of each state and local government council in the country determined how much resources will be apportioned to it. As a result of these, various state and local governments tend to inflate the population figures of their areas in order to better their revenue; this is also caused by dishonesty on the part of enumerators.
  3. LACK OF GOOD ROADS AND TRANSPORTATION NETWORKS: Most roads, especially in the rural areas are not accessible during the rainy season, these bad road situations prevent the census enumerators from getting access. Thus making it difficult for enumerators to cover wide area of the land in the country.
  4. ETHNIC AND POLITICAL MANIPULATION: Ethnicity is another census problem in Nigeria, various states and ethnic groups are dishonest with their population sizes or figures. This had made it impossible to get accurate census in Nigeria. To some others, it is on religious grounds and beliefs that their children or wives should not be counted.
  5. LACK OF ORIENTATION ON THE IMPORTANCE OF POPULATION CENSUS: Some people evade enumerators thinking that the data collected will be used to increase their taxes. This is so because many people in the country are not aware of the need and importance of population census.
  6. OCCUPATION OF THE PEOPLE: the type of job the people do also affects the conduct of census in Nigeria. During rainy season in Riverine areas were most of the dwellers are fishermen it is difficult to meet them at home, while during the dry season especially in the rural areas, most farmers are often seen moving to their farms for farming operations, such farmers may not be back until night falls. The head counting of such farmers may not be possible. Cattle rearers that move about with their cattle for grazing on the rich grasses in the bush may not be counted during census exercise.
