Sir John Macpherson became the Government of Nigeria in 1948. He then took immediate steps to review Sir Arthur Richard’s Constitution of 1946 and fashioned a new constitution which came into being in 1951. To avoid the mistakes of his predecessor, Sir Arthur Richard, on the issue of consultation, the draft of the Macpherson Constitution was seriously debated at the village district, provincial and regional level and later on at a General Conference held in Ibadan in the month of January 1950. The outcome of these constitutional Conferences formed the basis of the Macpherson constitution of 1951.
